Carmella Gutierrez
President

As president, Carmella Gutierrez oversees all public policy, advocacy and education efforts for Californians for Patient Care. In this executive role, Ms. Gutierrez is responsible for the overall strategic direction of the organization, including identifying the barriers in delivering patient-centered care and collaborating with community groups, patients, healthcare providers, research institutions, and policymakers to find the “common threads” that improve patient access to care in California.

Ms. Gutierrez brings more than 15 years of healthcare public affairs, policy and communications experience to Californians for Patient Care. Previously, she managed regional affairs for the U.S. Department of Health and Human Services under Secretary Donna Shalala, advising Administration officials on community issues. She also served as a senior manager for Lumetra Healthcare Solutions, one of the largest Quality Improvement Organizations (QIO) for Medicare at the time, where she led one of the first and largest QIO public education programs in the nation for Medicare providers and beneficiaries. Before joining Californians for Patient Care, she directed public affairs and other initiatives for Dignity Health (formerly Catholic Healthcare West), the largest hospital system in California, headquartered in San Francisco. She has also worked at Kaiser Permanente and the American Cancer Society. 

 Ms. Gutierrez has also received numerous awards and recognitions for her work and is passionate about helping people understand how to take charge of their health.

Cynthia Moore, M.B.A.
Program Director

As program director, Cynthia Moore oversees internal operations for Californians for Patient Care, including day-to-day office management, and strategic oversight and operation and maintenance of CPC’s website and the MyHealthResource database tool. Ms. Moore also leads CPC’s strategic alliances development program and provides counsel on various communications and public policy initiatives.

Ms. Moore is a strategic senior-level consultant and executive with extensive experience developing, implementing, and evaluating strategic results-oriented plans in the areas of: marketing, business development, advocacy/ally development, public affairs/public relations, communications, media relations, and more for both for-profit and nonprofit entities. Prior to CPC, she was executive vice president and chief operations officer of Perry Communications Group, an independent public affairs and public relations firm in Sacramento where she managed the firm’s operations and provided strategic oversight and management of several of the firm’s key accounts, including healthcare and patient access to medicines. Her leadership was instrumental in the success of the Partnership for Prescription Assistance, as well as the Medicare Rx Access Network of California.

Ms. Moore earned her MBA in Marketing from Golden Gate University, and her Bachelor of Arts in Journalism with a minor in Public Relations from Humboldt State University.

Ms. Moore also serves on various boards including California Women Lead (Engage. Empower. Elect.) - Sacramento Regional Chapter, as president. In addition, she is a member of the South Placer Women’s Leadership Coalition; and is appointed as a state delegate to the 6th Assembly District.

Mikaila Wedding Harris
Assistant to the President

Mikaila Wedding Harris supports the management team and key functions of the organization, including general support of business operations, communications, Web content, maintaining various database content and more.

Ms. Harris is an administrative professional with more than 10 years of experience in administrative and executive support, including project management, customer service and staff supervision. Ms. Harris most recently was executive assistant to the vice president of business operations at Academy of Art University in San Francisco. Prior to that she held administrative positions in the software and telecommunications industries; and was a law librarian at Price, Postel & Parma, LLP, one of California’s oldest law firms in Santa Barbara, Calif.
